An internationally renowned expert on torture says that evidence confirms that a young Palestinian died of injuries he sustained in Israeli custody due to torture.
Arafat Jaradat, a 33-year-old father of two, died on 23 February 2013 in Israel’s Megiddo Prison where he was being interrogated by the Shin Bet secret police.
As Haaretz reported, Jaradat was arrested on the night of 18 February 2013 on suspicion that he had thrown stones and a Molotov cocktail at Israeli occupation forces: “It was a bit after midnight and everyone in the house – he himself, his wife Dalal, his four-year-old daughter Yaara and two-year-old son Mohammed – was sleeping, as was his brother Mohammed, who lives in the same building. The soldiers, ten or 12 of them, burst into the home and behaved with rare courtesy. They asked for identity cards and when Arafat gave them his, they told him to say goodbye to his family and come with them for detention. His small children, Yaara and Mohammed, clung to his legs but the soldiers promised them their father would be home soon.”
He never did come home.
Autopsy: torture Israel claimed Jaradat died of “natural” causes, but human rights groups and family members said the horrific injuries on his body indicated he had been severely beaten, a finding supported by the autopsy [PDF] carried out by Dr. Saber al-Aloul, a forensic medicine specialist and director of the Palestinian Medico-Legal Institute, along with two Israeli pathologists.
Al-Aloul’s autopsy report concluded that Jaradat died due to “nervous shock as a result of extreme pain from the intensity of the injuries … which resulted from multiple direct and extensive acts of torture.”
Israeli and Palestinian human rights groups jointly condemned Jaradat’s death and urged an international investigation.
“Blunt trauma”
Now, in an 8 April joint statement, the Public Committee Against Torture in Israel (PCATI) and Al-Haq have released the findings of Dr. Sebnem Korur Fincanci, a forensic medicine specialist with three decades of experience.
The human rights groups say:
Dr. Korur Fincanci, relying on the autopsy data and analysis provided by the Israeli forensic authorities and pointing to the various bruises visible in the pictures taken of the corpse by the Palestinian police prior to burial, concludes that the autopsy findings actually “are indicative for blunt trauma with a long and thick object” and are not consistent with resuscitation efforts. The immediate cause of death is lung edema leading to acute respiratory distress syndrome, both of which “are highly consistent with timing of previous injuries that should be within 1-3 days prior to his death.” Dr. Korur Fincanci’s findings dispute Israel’s official expert opinion, which stated the cause of death as “natural.” The Palestinian forensic expert concluded that Mr. Jaradat’s death is attributable to torture.
Korur Fincanci contributed to the drafting of the “Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment” – generally known as the Istanbul Protocol – which, the statement notes, “is an official and internationally authoritative United Nations document.”
She has been called on in numerous cases such as the exhumation of mass graves in Bosnia, as well as to investigate alleged cases of torture in Bahrain. Korur Fincanci has also been at the forefront of training others in forensic medicine.
Korur Fincanci was in Israel to give expert testimony in court hearings on Jaradat’s killing that are being held in secret due to officially imposed censorship banning the media from reporting on them.
Megiddo Prison: model for America? As previously reported by The Electronic Intifada, Megiddo Prison, where Jaradat was killed, is an interrogation facility equipped by the British-Danish multinational prisoner profiteering firm G4S.
As I note in my book The Battle for Justice in Palestine, Megiddo Prison is also where Israel takes delegations of US law enforcement officials to showcase its supposed “security” expertise.
In October 2012, for instance, the American Jewish Committee’s Project Interchange took senior police officials from the New York, Los Angeles and Houston police departments on a junket which included visits to various Israeli occupation installations and forces including specifically Megiddo Prison.
Commander Richard Webb of the Los Angeles Police Department, one of the participants, claimed: “My experiences in meeting with the various [Israeli] experts and leaders confirm they not only are experts, they are pragmatic and collaborative. Equally as important they do their duties while vigilantly protecting human rights. I will take many lessons I learned back to Los Angeles.”
The abuse and torture of Palestinians in Israeli detention, including of children and of women, is a pervasive practice, according to human rights organizations.

Hundreds of Palestinian participated on Wednesday night in the funeral of the 47-year old Martyr Jihad Abdulrahman Tawil who passed away on Monday after being assaulted in Beer Sheva prison.
The Martyr’s family received his body from Abu Kabeer hospital at around 8 p.m. Wednesday as the hospital’s administration meant to delay the process of handing the body to his family. He was then transferred to Al-Maqased hospital in Jerusalem and then to his home in Ras Al-Amoud in order to take the last and final look at him.
The funeral started from his house to Al-Aqsa Mosque where Palestinian flags, green banners and Fateh movement flags were raised. Also, slogans in support of the Martyr were chanted as well as others requesting to investigate the circumstances of the assault.
The participants prayed the funeral prayer at Lions Gate – one of Al-Aqsa Gates- after they were prevented from entering Al-Aqsa.
During the funeral, some young men set the police station at Lions Gate on fire and broke the surveillance cameras of the occupation authorities; note that the Israeli forces withdrew from the roads and streets and the police station at Lions Gate and were stationed near a settlement outpost in Ras Al-Amoud.
The family explained that Jihad was arrested at the end of last year to serve a 3-month sentence on charges of driving without a license. During the arrest, an Israeli force broke into the “Dekel” department where he was detained and assaulted him and severely beat him in addition to spraying him with pepper gas causing him serious injuries; note that he has been in the hospital since then.
The family added that the prison’s administration informed the family that they no longer want to detain Jihad and asked them to sign the papers of releasing him and take his personal items but the family refused.
The family also demanded an investigation to determine the circumstances of the incident which led to the death of Jihad stressing on the point that he was not suffering from any health problems.
It is noteworthy that the family wanted to burry Jihad on Tuesday but the prison’s administration delayed handing his ID to his family which delayed the funeral, and the administration delayed handing the body on Wednesday causing the funeral to take place at night time.
It is also noteworthy to mention that the Martyr’s brother, Ashraf Tawil, passed away in June 2012 after being stabbed in Tel Aviv.

Clashes broke out at around 11:30 p.m. in the neighbourhood of Ras Al-Amoud between the young men and Israeli forces which fired sound grenades and rubber bullets. The young men burnt tires and responded with throwing stones.

A Palestinian detainee from occupied Jerusalem died in an Israeli hospital of injuries suffered nearly two weeks ago, after Israeli soldiers violently assaulted him while at the Beersheba Israeli prison.
Detainee Jihad Abdul-Rahman at-Tawil, 47, was held in the Dekel section of the Beersheba Israeli prison, when Israeli soldiers attacked him, and violently struck him with batons in addition to spraying him with gas.
His brother, Sharif, said Jihad died at midnight at the Soroka Medical Center in Beersheba after succumbing to his serious wounds, the Wadi Hilweh Information Center, in Silwan, has reported.
Sharif added that his brother was serving a three-month term for “driving a car without a permit.”
His brother lost consciousness after being assaulted by the soldiers and fell into a coma until he was pronounced dead.
Sharif added that his brother was kidnapped in late December of 2013, and that Israel was about to release him before he was assaulted and seriously wounded.
He was supposed to be moved to surgery on Sunday February 23rd.
Jihad is from Ras al-’Amoud neighborhood in Silwan town, in occupied East Jerusalem; he is a married father of five children.

The martyrdom of Hassan al-Torabi, from Nablus, has brought the number of Palestinian prisoners who died in Israeli jails since the beginning of 2013 to 4 martyrs. The Palestinian Prisoners Society (PPS) confirmed in a press release that the number of prisoners who died in Israeli jails has reached 4 martyrs.
The four prisoners who died in Israeli jails were captive Ashraf Abu Dra'a who died on January 21 shortly after his release, the prisoner Arafat Jaradat, who died on February 23 after being subjected to extreme torture, in addition to Maysara Abu Hamdiya who died on April 2, due to medical negligence policy, and most recently was Hassan al-Torabi.
The human rights center condemned the Israeli deliberate medical negligence policy against sick prisoners, considering al-Torabi's martyrdom a "serious indicator" to the patient prisoners' plight.
PPS held occupation authorities full responsibility for al-Torabi's martyrdom, stressing the need for an international intervention for the release of all patient prisoners in light of the deliberate medical negligence they face.

The Palestinian Prisoners Society (PPS) has reported that detainee Hasan Abdul-Halim Toraby, 22 years of age, died at the Al-‘Affoula Israeli Hospital, after being denied essential medical treatment. He was recently moved to the ‘Affoula hospital after a sharp deterioration in his condition.
Toraby is from Sorra village, near the northern West Bank city of Nablus. He suffered from Leukemia, and was not provided the urgently needed specialized treatment.
Head of the PPS office in Nablus Raed ‘Amer said that Toraby was taken prisoner ten months ago, and that, ten days ago, his condition severely deteriorated after his blood vessels ruptured.
‘Amer said that the PPS and other organizations are trying to coordinate the transfer of his body to Nablus, so that he can be properly buried.
Palestinian Minister of Detainees Issa Qaraqe’ said that the number of detainees who died in Israeli prisons since the beginning of this year arrived to four; Ashraf Abu Threi’ who died on January 21 due to medical neglect, Arafat Jaradat who died on February 23 due to extreme torture, and Maisara Abu Hamdiyya who died on April second due to medical neglect.
His death brings the number of detainees who died in Israeli prison due to torture, medical neglect and due to being executed by the arresting officers since 1967 to 207 detainees.
Head of the PPS Qaddoura Fares said that Israel is fully responsible for the deaths of those detainees, and that the Israeli occupation is deliberately depriving the ailing detainees from the needed medical attention.

A Palestinian human rights center charged that the Israeli occupation forces deliberately assassinated Islam Al-Tobasi, who died of gunshot wounds two hours after his arrest. The Israeli soldiers had savagely broken into Tobasi's house on Tuesday morning amid heavy gunfire. They shot him directly in his foot although he did not pose any threat to them. Once they approached him, they shot him again and dragged him brutally on the ground despite his bleeding, Palestine Center for Prisoners' Studies said.
Tobasi died shortly after being transferred to hospital where he did not receive any first aid, the center added.
The human rights center held the IOF fully responsible for the deliberate field execution especially that the martyr was not armed and did not pose any threat to the Israeli soldiers.
Around 75 Palestinians were killed in the same way since 1967, they were all registered within Captive Movement's martyrs list where they were shot and killed after being arrested and kidnapped either from hospitals or ambulance vehicles, the center said.
Islam is the brother of the martyr Ahmed Tobasi and the captive Said Tbasi who was arrested since November 2012 and sentenced to 32 life sentences for being affiliated with al-Quds Brigades, the armed wing of Islamic Jihad.
The center called for reactivating armed resistance in the West Bank in response to the Israeli continued crimes of murder, detention, Judaization, confiscation, demolition and deportation against Palestinian citizens and properties.

The Palestine prisoners center for studies charged the Israeli occupation authority (IOA) with practicing systematic torture against Palestinian prisoners with full authorization by the judicial system. It said in a statement on Tuesday that the general committee against torture received 900 complaints from liberated prisoners over the past few years detailing their torture at the hands of Israeli jailors, who were not prosecuted or interrogated about such practice.
It also charged the Israeli judiciary with complicity as none of the interrogators was investigated over the use of cruel interrogation means.
The center, in a report on the occasion of the international day against torture, said that the IOA was legalizing torture without any humanitarian consideration.
It said that the practice led to the martyrdom of 71 prisoners the latest being Arafat Jaradat from Al-Khalil.

Head of the Palestinian Forensics Center, Dr. Saber Al-‘Aloul, stated that the final findings of the forensic report regarding the cause of death of detainee Maisara Abu Hamdiyya, revealed that he suffered from a fourth stage Carcinoma. Abu Hamdiyya died more than 2 months ago.
Abu Hamdiyya suffered a fourth stage Carcinoma center in his lung lymphatic, liver and spine, throat cancer extending to his vocal cords, and brain tumor, Al-‘Aloul said during a press conference at the Government Media Center in Ramallah.
Despite the seriousness of his condition, the Israeli Prison Administration did not grant Abu Hamdiyya the needed specialized and urgent medical treatment, until it was too late.
During a press conference in Ramallah, Al-’Aloul stated that Abu Hamdiyya did not receive any treatment, not even one chemotherapy session, an issue that led to spread of cancer to various vital organs.

During the press conference, Palestinian Minister of Detainees, Issa Qaraqe’, stated that Abu Hamdiyya is the latest victim of Israel’s ongoing violations against the detainees.
He said that 204 Palestinian detainees died in Israeli prisons and detention center since 1967, and that 52 of them died due to the lack, or absence, of medical attention.
Qaraqe’ added that the forensic experts who examined the body of Abu Hamdiyya demanded forming a joint local and international committee to visit the detainees in various Israeli prisons, and provide the sick with the needed medical attention.
Head of the Palestinian Prisoners Society (PPS), Qaddoura Fares, stated that there is no doubt that Abu Hamdiyya died due to the lack of medical attention.
Fares called for translating the autopsy report of Abu Hamdiyya into different languages, and to submit it to various international organizations, including the United Nations.
He said that ailing detainees in Israeli prisons are facing gradually deteriorating medical conditions due to Israel’s illegal policies and practices.
Abu Hamdiyya’s sister stated that, in 2007, he suffered hemorrhaging blood from his stomach, and was moved to the Ramla Prison Clinic, but no tests or diagnostics were carried out.
He died on April 2 this year, at the Intensive Care Unit of the Soroka Medical Center in Be’er As-Sabe’ (Beersheba). He was only moved to the medical center after a sharp and very serious deterioration in his health condition.
Abu Hamdiyya suffered a fourth stage Carcinoma center in his lung lymphatic, liver and spine, throat cancer extending to his vocal cords, and brain tumor, Al-‘Aloul said during a press conference at the Government Media Center in Ramallah.
Despite the seriousness of his condition, the Israeli Prison Administration did not grant Abu Hamdiyya the needed specialized and urgent medical treatment, until it was too late.

The Palestinian prisoner’s society in Ramallah said that liberated prisoner Jamal Fahal, 42, died on Monday of kidney failure. It said in a statement that Fahal, from Kuber village to the north of Ramallah, was detained in Israeli occupation jails on six occasions in the first and second intifadas.
The society pointed out that Fahal suffered kidney failure and his condition exacerbated due to medical neglect while in custody.

Ali Qaadan, the third Palestinian to die in Israeli detention in 2013

Today, Ali Qaadan has died in detention while being held in an Israeli hospital.
He is the third Palestinian prisoner held in Israeli jails to die since at the beginning of the year Arafat Jaradat died due to severe torture and Abu Hamdiyeh due to medical negligence.
This time, however, the deceased was not a “political prisoner” but was detained on criminal charges after murdering his wife.
Qaadan died after a long illness as reported by the Israeli Prison Service.
