The League of Arab States has condemned Israel’s preplanned medical neglect against Palestinian prisoners in Israeli jails.
Dr Saeed Abu Ali, Arab League Assistant Secretary General for Palestinian and Occupied Arab Territories Affairs, held the Israeli occupation accountable for the death of prisoner Faris Baroud, dubbing it a new crime against Palestinian detainees.
Abu Ali said such a crime makes part of a preplanned policy of “slow murder” pursued against Palestinian prisoners in Israeli dungeons.
He urged the international human rights institutions to take all necessary measures to provide the detainees with their legal and physical protection and pressurize the Israeli occupation authorities to abide by the Universal Declaration of Human Rights.

Yesterday, 06 February 2019, the Palestinian detainee who spent 28 years in the Israeli jails, Fares Mohammed Baroud (51), from al-Shati’ refugee camp in western Gaza City, died only hours after transferring him from “Ramon” Prison to “Soroka” Hospital in circumstances raising suspicions of deliberate medical negligence by the Israeli authorities, especially that he suffered problems in stomach, heart and liver.
The Palestinian Center for Human Rights (PCHR) calls for an immediate and impartial investigation into the death circumstances of Baroud and is concerned that the Israeli authorities might have procrastinated providing Baroud the immediate and appropriate medical treatment. PCHR also condemns the Israeli authorities’ neglect of the recurrent calls to release him though they knew of the deterioration of his health condition.
The Israeli forces arrested Baroud on 23 March 1991 and issued a life imprisonment sentence against him in addition to 35 years.
Baroud had suffered many health problems during his detention in the Israeli jails, including problems in stomach, kidney, liver and chest in addition to suffering asthma. He was also placed for years under solitary confinement; the last was for 4 years consecutively between 2012 and 2016, causing the deterioration of his health condition.
Last year, he underwent a surgery to remove part of his liver and suffered aftermath; however, the Israeli authorities did not offer him the adequate treatment.
Yesterday, 06 February 2019, his health condition rapidly deteriorated and he was taken to “Soroka” Hospital in Beersheba in Israel where his death was declared only hours after his arrival at the hospital.
Death of Baroud sheds light on the general deterioration of the Palestinian detainees’ conditions in the Israeli jails, showing the extent of the punitive measures taken against them, particularly the medical negligence they undergo and the inadequate treatment the hundreds of patients receive, particularly those suffering from chronic and serious diseases.
Thus, PCHR holds the Israeli government fully responsible for the death of detainee Baroud and life of dozens of sick detainees who would face the same fate in case the policy of medical negligence continued due to detaining them in inhuman and tough conditions, being subject to physical and psychological torture and not receiving the adequate healthcare. The Palestinian Commission of Detainees’ and Ex-Detainees’ Affairs said it had submitted a petition to the Israeli central district court in Beersheba to have an autopsy performed on the body of Gazan prisoner Fares Baroud, with the participation of a Palestinian doctor.
In a statement on Thursday, the Commission stressed the need for such procedure in order to know the real cause of his death in an Israeli jail on Wednesday.
The Commission also said that it requested through its lawyer to hand over the body of Baroud immediately after finishing the autopsy and to facilitate his transfer to the Gaza Strip to receive a proper burial.
Prisoner Fares Baroud, 51, was proclaimed dead on Wednesday evening in Ramon jail. He had suffered from health problems and medical neglect and undergone major surgery in an Israeli hospital, according to the Commission.

Director of the Prisoners Media Office Nahed al-Fakhouri on Wednesday said that the deliberate medical neglect that led to the death of the Palestinian prisoner Fares Baroud is a "heinous crime".
Al-Fakhouri said in a press statement that this crime mirrors the criminal policies pursued by the Israel Prison Service against Palestinian detainees.

Baroud was transferred on Tuesday to the intensive care unit at the hospital of Raymond jail after he suffered serious health complications.
Hamas holds Israel responsible for death of sick prisoner
The Islamic Resistance Movement, Hamas, on Wednesday held Israel responsible for the death of the Palestinian political detainee Fares Baroud in Israeli jails.
Hamas in an official statement accused Israel of killing Baroud by refusing to provide him the necessary treatment despite all the medical reports confirming the serious deterioration in his health.
Hamas said that the deliberate medical neglect policy pursued by the Israel Prison Service against Palestinian detainees is a "crime against humanity".
The Islamic Movement called on all concerned humanitarian and legal organizations to act urgently to save the lives of thousands of Palestinian political prisoners in Israeli jails and hold Israel accountable for its crimes.
It stressed that Israel's heinous crimes will never break the Palestinian detainees' will, and vowed to continue to resist the occupation until all prisoners are freed and an end is put to their suffering.

Fares Baroud, 51
A Palestinian detainee died on Wednesday evening in Israeli jails after his health seriously worsened due to deliberate medical neglect by the Israel Prison Service.
The Prisoners Media Office said that Fares Baroud, 51, was the longest-serving Palestinian prisoner from the Gaza Strip in Israeli jails.
The Israeli occupation authorities on Tuesday transferred Baroud to the intensive care unit at the hospital of Raymond jail after he suffered serious health complications.
A resident of al-Shati refugee camp in the Gaza Strip, Baroud was arrested in 1991 and sentenced to life imprisonment and 35 years on charges of killing an Israeli settler.
He had not been able to see any of his family members in the last 18 years based on an order by the Israel Prison Service.
Baroud was supposed to be freed along with 30 long-serving Palestinian prisoners who Israel had vowed to release as part of attempts to revive negotiations with the Palestinian Authority in late 2013.
However, Israel backtracked on the move and suspended the release for "political reasons".
A year ago, Baroud's mother, who lost her sight before she could see her son after over 18 years of absence, died.
The Palestinian Detainees and Ex-Detainees Affairs Commission said that the Israel Pirson Service had pursued a deliberate medical neglect policy against Baroud who was suffering from serious health problems.
The commission held the Israel Prison Service at Raymond jail and the Israeli government responsible for the crime, after which the number of Palestinian detainees who died while in Israeli custody jumped to 209.

The Arab Federation for Human Rights on Monday called for the formation of international commission of inquiry into the Israeli army's execution of a Palestinian young man after he was arrested alive a few days ago.
The London-based Arab Federation said in a statement that the testimonies and circumstances surrounding the killing of Saleh al-Barghouti, 30, by the Israeli army raise serious doubts about a deliberate execution.
The Federation said that it had received a complaint from al-Barghouti's family asking for mandating an international committee to examine the body and investigate the incident. The family affirmed that their son was announced dead three hours after he was arrested alive.
Al-Barghouti's family said that the Israeli occupation forces opened fire at the car Saleh was driving in Ramallah on Wednesday evening although he did not show any escape attempt.
According to the family and eyewitnesses, Saleh was not injured in the attack since no traces of blood were found inside or outside the car, which confirms that Saleh was alive when the Israeli forces kidnapped him.
Following about an hour of his arrest, Israeli media started to talk about Saleh's death, while the Israeli army's official statement was released three hours after the incident without confirming the news.
The Arab Federation, quoting al-Barghouti's family, pointed out that an Israeli intelligence officer later phoned the father and told him in an aggressive tone, "We killed your son."
The Arab Federation added that the Palestinian Authority Civil Liaison said that they received four conflicting accounts from the Israeli army on the incident and Saleh's health condition before his death was finally confirmed.
It stressed that what happened to Saleh al-Barghouti raises suspicion of extrajudicial killing, which requires the opening of an international investigation to hold the Israeli army accountable for the crime.

Wesam Shalaldeh, 28
Palestinian prisoner in Israeli jails Wesam Shalaldeh, 28, was announced dead in mysterious circumstances on Friday, according to the Palestinian Prisoner Society.
The Palestinian Prisoner Society said that no information has been revealed yet by the Israel Prison Service about Shaladeh's death in Ayalon jail in Ramla.
A father of four and a resident of the West Bank province of al-Khalil, Shalaldeh was arrested by the Israeli authorities in 2015 and sentenced to seven years in prison.
The Palestinian Prisoner Society held Israel fully responsible for the death of Shalaldeh, the fourth Palestinian detainee to die while in Israeli custody since the beginning of 2018.
In February, detainee Yaseen al-Saradih died in Jericho after he was beaten and shot from a short distance by the Israeli soldiers who had just arrested him.
The Jerusalemite prisoner Aziz Oweisat was violently beaten in May inside Israeli jails by Israel prison guards and died a few days later, while Mohammed al-Khatib died under torture on 18 September.
The number of Palestinians who died while in Israeli detention since 1967 has increased to 218.
Palestinian Detainee Dies In Israeli Prison
The Palestinian Prisoners’ Society (PPS) has reported that a Palestinian detainee died in an Israeli detention facility, Friday.
The PPS said the detainee Wisam Abdul-Majid Shalalda, 28, from Sa’ir town, northeast of the southern West Bank city of Hebron, has died in Ayalon Israeli prison, in Ramla.
The PPS added that the circumstances of his death remain unknown, while members of Shalalda’s family said they were only informed that he had a stroke, and were asked to head to Abu Kabeer Israeli Forensic Institute.
The PPS said the detainee, a married father of four children, was taken prisoner in 2015, and was sentenced to seven years in prison.
It held Israel responsible for his death, especially due to the extremely bad living conditions the detainees face, the lack of proper medical treatment, and added that the “silence of the international community encourages Israel to continue and escalate its violations.”
It is worth mentioning that Shalalda is the fourth detainee who died in Israeli prisons, or after being detained, since the beginning of this year.
The first is Yassin Saradeeh, 33, who was killed on February 22, 2018, by Israeli soldiers who shot him, then beat him repeatedly while he was lying on the ground.
The second is Aziz ‘Oweisat, 53, who died at an Israeli hospital, on May 20, 2018, from serious complications when he was assaulted by several soldiers in the prison, after they claimed he attacked an officer with a sharp object.
The third is Mohammad Zaghloul al-Khatib, 24, who was killed, on September 18, 2018, by Israeli soldiers who invading his home at dawn, before abducting and repeatedly assaulting him.
