Conditions in Ofer prison deteriorate

A Palestinian Human Rights organization warned of the deterioration of the situations in the Ofer military prison as a result of the "squalid conditions" experienced by the Palestinian prisoners in the jail.
The Ahrar Center for the Studies of Prisoners and Human Rights noted in a press statement on Sunday that the situation has recently worsened in the Ofer prison after the appointment of a new Israeli officer, who has issued a new set of resolutions putting further restrictions on the Palestinian prisoners, according to the statement.
The Center quoted the Palestinian liberated Prisoner Aziz Harun Kayed, 46 from the city of Ramallah, as saying that a state of anger and tension has prevailed in the prison due to the decision of the new officer in charge to reduce the number of times in which the prisoners leave their rooms to the prison yard to two times a day.
The Israeli officer has also issued a decision to transfer a large number of prisoners from other detention centers to Ofer prison, which led to an overcrowding in the prison rooms and sections.
Kayed, who had been released from the prisons of the Israeli occupation less than a month ago, added that the Ofer prison administration has started applying these two new resolutions at the beginning of last December.

Chief Palestinian Negotiator, Dr. Saeb Erekat, demanded Israel to stop all of its violations, mainly its ongoing illegal settlements construction and expansion activities in the West Bank including in occupied Jerusalem, and to release all Palestinian political prisoners.
Dr. Erekat said that there can never be any resumption of peace talks with Tel Aviv before it stops all of its violations, and added that “what Israel did and is doing in Jerusalem and the West Bank, by building and expanding settlements, voids any chance for the establishment of a viable Palestinian State with Jerusalem as its capital”.
His statements came during a seminar organized by the Palestinian Prisoners Society (PPS) and the Fateh movement of President Mahmoud Abbas.
The Palestinian official further stated that Palestinian reconciliation is a step in the correct direction, and that when differences arise, elections should be held so that the people can decide their future and who rules them.
As for recent reports about a possible confederacy with Jordan, Erekat stated confederacy is not an option, adding that the recent visit of King Abdullah of Jordan to the West Bank came to congratulate the Palestinians for obtaining a nonmember observer state status at the United Nations General Assembly.
He further affirmed the need to activate the Arabic financial safety net that was approved by Arab leaders in order to ensure continued financial support to the Palestinian Authority especially amidst the current American and Israeli financial sanctions against it for heading to the United Nations.

Waed: IOA continues to prevent winter clothing for prisoners

Waed association for the support of Palestinian prisoners confirmed that the Israeli authorities still prevents the basic requirements for the prisoners in the Israeli prisons and foremost their own winter clothing and for the sixth year in a row in flagrant violation of the prisoners' rights.
Waed stated in a press release on Sunday that despite the onset of winter and the prisoners' worsening living conditions, the Israeli occupation insists on dealing with prisoners without any humanity, pointing out to the association's attempts to provide the prisoners with their winter clothing but it was in vain. The association said that it even tried to get these clothes to the prisoners through international humanitarian organizations but this failed because of the occupation obstinacy and the international organizations’ foot-dragging in following this file.
Waed stated that the most affected prisoners by this ban are the Gazan prisoners due to the siege imposed on the Gaza Strip, in addition to confiscating their money by the occupation forces.
The Israeli ban on the prisoners' winter clothing came despite the cold weather and the significant fall in temperatures witnessed in the Palestinian occupied territories.

B'Tselem: Israel persists in violating the rights of young detainees

The Israeli army and police still persist in violating the rights of the Palestinian children enshrined in international laws and conventions, human rights group B'Tselem said.
B'Tselem affirmed on its website that Israel violates the international law through arbitrarily kidnapping Palestinian children and minors from their homes overnight and detaining them in interrogation centers to extract confessions from them under pressure and threat.
It said that the lengthy detention of young detainees, in conjunction with other restrictions imposed on them such as denying them legal counsel, isolating them from the rest of the world with no monitoring of either detention or interrogation, invites improper behavior by the investigating authorities as well as the use of unacceptable interrogation methods.
It added that Israel's inflated periods of detention, seriously infringe Palestinians’ fundamental rights including their rights to liberty, due process, human dignity and equality.
Israel also violates its own law regarding the maximum period of detention, 12 hours for minors up to age 14 and 24 hours for minors aged 14-18, and allows its security and military forces to double and exceed these periods at the pretext of interrogation, B'Tselem stated.

IOA tries to blackmail the prisoner Sharawna

Palestinian human rights parties confirmed that the Israeli intelligence service offered the prisoner Sharawna 4 tough choices in order to end his suffering, pointing out that all the choices do not serve the prisoner who went on hunger strike for six consecutive months.
The Palestinian Center for Prisoners Studies explained that the occupation had promised the prisoner Sharawna to resolve his case positively in case he stopped his hunger strike, however the IPS has offered him four tough choices despite that he had suspended his hunger strike.
The four choices were: re-imposing his previous sentence issued before al-Ahrar deal which was life imprisonment, deporting him outside the West Bank, the third option was to admit the charges against him and reach a deal with the prosecution, and the fourth choice is to accept an administrative detention sentence without any promise it would not be renewed.
The Centre indicated that offering these options means that the occupation does not want to commit to its promises to the Captive movement, where the IOA tries to blackmail the prisoner after he had gone on hunger strike for six months.
The center stated that the prisoner Sharawna resumed, on Tuesday, his open hunger strike protesting against his re-arrest after his release in Wafa al-Ahrar deal, after he had suspended his strike for several days because of his health deterioration, where he still suffers severe pain in his liver, kidneys, legs and joints.
The center called for supporting Sharawna's issue and organizing solidarity activities with him and all the prisoners on hunger strike.

The international solidarity day would witness a 24 hours hunger strike in addition to protest rallies in Washington and a number of European capitals, the statement said.
It said that messages explaining the conditions of Palestinian prisoners and Israeli violations against them would be addressed to international organizations, political figures, and decision-makers in the USA and Europe.
UFree called for wide participation in the international day that is backed by six other human rights groups.

The Palestinian prisoners center for studies said the Israeli jailers in Negev prison carried out at dawn Saturday a violent raid on sections 6 and 9 where Hamas prisoners are being held and took punitive measures against them.

Family: Prisoner Shabana needs medical help due to respiratory problems

The family of prisoner Mahmoud Shabana, 40 years, said he still suffers from severe speaking and respiratory problems despite the first surgery he had undergone.
The family told the Palestinian information center (PIC) that the news reports that claimed that prisoner Shabana lost his ability to talk were not accurate, and that the prisoner has been suffering for a long time from pains in his vocal cords resulting in difficulty in speaking and breathing.
The wife of Shabana said her husband is in difficult health situation and he refused the medication prescribed to him because it worsens his condition and makes him unable to breathe.
She added that her husband had experience the same medical condition about one year ago, and he felt better for a short time after he underwent surgery, but his condition worsened in recent times making it difficult for him to speak or even whisper.
The Palestinian captive movement in Negev prison, in turn, held the Israeli prison authority and its doctors fully responsible for the deteriorating health condition of prisoner Shabana.
The captive movement said it had filed a complaint against the Israeli administration of Negev jail for medically neglecting Shabana and ignoring his need for another surgery.
Shabana's family, for its part, appealed to international human rights groups to intervene and pressure Israel to release him in order to provide him with proper medical treatment outside the jail.

Prison Doctors To Amputate Leg Of Wounded Detainee

Mother Of Nahed Al-Aqra' Holding His Picture
Lawyer of the Palestinian Ministry of Detainees, Fadi Obeidat, stated that Israeli physicians at the Ramla Prison Clinic decided to amputate the left leg of detainee Nahedh Al-Aqra’, 41, from the Gaza Strip. The detainee lost his right leg after being shot by the army.
Al-Aqra’ is suffering from very sharp pain in his leg due to infections resulting from his injury and due to the lack of adequate medical treatment as the only medication he received was painkilling pills.
His family was never allowed to visit him since he was kidnapped while returning from Jordan on July 7, 2000, where he received medical treatment for multiple gunshot injuries in his legs, and was sentenced to three life-terms.
Israel's recent decision to allow family visits to Gaza Strip detainees did not include detainees who are hospitalized at the prison clinic. Gaza Strip detainees were denied visitation rights after the second Intifada started in late September 2000.
In prison, he suffered various complications, including infections, and his wound became septic; the doctors performed several surgeries but could not save his leg.
Al-Aqra is a father of four children who never saw him since 2000 despite extensive efforts conducted by the Red Cross.
In related news, the family of detainee Mahmoud Hamdi Shabana, 40, stated Saturday that he is suffering from a sharp pain in his throat, especially the vocal cords, and that he is not receiving any medical treatment.
Al-Aqra’ is held at the Negev Detention Camp; he was kidnapped more than 35 months ago and was confined under repeatedly renewed Administrative Detention orders without charges or trial since then.

Fuad Al-Khuffash warned IPS to provide any treatment that does not suit the prisoner Mahmoud Shabaneh, and lead to the deterioration in his health, as happened with the liberated captive Ashraf Abu Threi who was injected with anti-flu which led to a malfunction in the brain and sent him into a coma.
Mahmoud Shabaneh was arrested on 02 July 2012, he is a father of two children: Hamdi and Hossam al-Din, and he is under the administrative detention in the Negev prison. He spent 18 years on aggregate in Israeli jails, more than half of them in administrative detention. His mother died while he was in prison.
The prisoners in Eichel prison preparing protest steps
The Palestinian prisoners in the Israeli Eichel detention center are preparing to escalate their protest steps inside the prison, "in rejection of the jailer's continuous criminal practices against them."
Wa'ed Society for Prisoners and Ex-prisoners quoted the leadership of the captive movement, which represents the detainees at the prison, as saying that the steps "will be launched in the next few days and will include civil disobedience and rejection of all unfair decisions taken by the prison administration even if this will lead to martyrdom."
It added: "The prison will witness the biggest step represented in the announcement of the launch of a mass open hunger strike and boycotting the prison administration", demanding a popular move parallel to the prisoners' move within the prison.
According to the captive movement's leadership, the procedures taken against the prisoners have become intolerable, and the prisoners prefer to die than to live under the current atmosphere.
The prisoners also expressed their outrage at the international human rights organizations, particularly the Red Cross, and condemned their silence and biased attitude with the Israeli jailer.
They demanded all the concerned official figures, forces and institutions to adopt their case and keep up with all their moves to ensure their release.
Fuad Al-Khuffash, the director of the center said that captive Shabaneh lost his voice for the second time completely during the year; he is currently not able to speak at all.
Regarding his health condition, Khuffash said that Shabaneh lost his voice for the second time in a year, adding that he lost his voice completely and fears taking medicines which exacerbate his condition and causes difficulty in his breathing.

Three hunger striking captives boycott the prison clinic

The hunger striking prisoners from Jenin; Tarek Kaadan, Jafar Ezzeddine and Youssef Shaaban, launched escalatory steps in Megiddo prison and started refusing to go to and take medicines from the prison clinic.
Mohjat al-Quds Foundation said in a statement on Monday: "The three prisoners told the prison administration that they refuse to go to the clinic and demanded to be transferred to Ramla prison hospital, otherwise they will take more protest steps such as: abstaining from drinking water."
The three prisoners confirmed that they will continue their hunger strike which they have launched 35 day ago. They stressed on their steadfastness until achieving their fair demands to end the file of the administrative detention against them and to release them.
The captives said in their letter to Mohjat al-Quds that captive Jafar Ezzedine has been suffering from continuous dizziness and headaches, and that he has been refusing to take the medicines and vitamins which the prison clinic gave to him.
Israeli Ofer court held a hearing last Wednesday to consider the appeal filed by the lawyer of prisoner Tareq Ka'adan, but the appeal judge did not issue a decision during the court session for unknown reasons.
The same court is scheduled to consider the appeal filed by the defense lawyers for the captives Jafar and Youssef, next Tuesday.
