According to the British Emergency Law of 1945, Israeli occupation authorities have applied the procedure of night home arrest on a group of Jerusalemites youth in al-Eesawiyya town, north of occupied Jerusalem.
Two specialists have considered the move illegal and out of alignment with international law, and a blatant violation of human rights.
Israeli occupation authorities imposed night home arrest, against nine Jerusalemite youth from al-Eesawiyya, for different periods varying from 3-4 months, under the pretext of participating in confrontations with Israeli soldiers.
The youth have been identified as Nadim Al-Safadi, Saleh Abu Asab, Nidal Farroukh, Anwar Sami Obaid, Muhammad Alyan Alyan, Fayez Muhammad Muhaisen, Muhammad Musa Mustafa, Adam Kayed Mahmoud, and Mahmoud Ramadan Obaid.
They have expressed their refusal of the decision, stressing their right to free movement without restrictions, decisions and laws.
They explained that an Israeli intelligence officer threatened them with actual arrest or deportation to Gaza, in the case they do not adhere to the decision handed to them. He also informed them that they will raid their homes during period, from 8 pm until 6 am.
According to Al Ray, the military informed the young men that it is to issue night home arrest orders under the emergency regulations established by the British Mandate.
The lawyer Jad al-Qadmani said that Israeli use of old British emergency regulations, to impose night home arrest on Palestinian youth, constitutes a blatant violation of the right to free movement.
He explained that the law of night home arrest contradicts Israeli law and other laws, since any regulation that restricts the movement of people is considered illegal.
He added that the law must not be applied in the presence of other laws and legislation, and it cannot be dealt with, because it depends on an old and unjust regulations.
Israeli authorities resort to this law in order to apply a policy that seeks to constrict the life conditions of Jerusalemites in al-Eesawiyya.
The law of home arrest, has been used in limitation, in past years, applied only on Palestinians, giving Israeli army officers the authority to enforce their policies.
The six who were detained in al-Eesawiyya were released because there is no evidence against them.
British emergency regulations gave Israeli leadership a wide authority to use administrative detention and to demolish Palestinian homes in the West Bank.
Chairman of the Committee of the Families of Jerusalemites, Amjad Abu Asab, said that Israeli occupation authorities create new and unfair methods against Palestinians in Jerusalem in order to create terror, fear, frustration and despair in their hearts, in order to tighten their control over them.
Authorities use British Emergency Law to overcome any procedure that Jerusalemites may use against the law, since it has no appeals and is based on matters that have no basis in existence.
Abu Asab described the law as racist, unjust, and in contradiction of international law because the legislator and the executor is the occupation.
He further explained that the occupation decides these measures to pass available political decisions aimed at completing its Judaization projects in Jerusalem.
Emergency regulations constitutes an open and wide gate that could affect a large group of Jerusalemites, in coming days.
About 700 Jerusalemites have been taken over the last eight months, from al-Eesawiyya town, which has been subjected to numerous Israeli violations and attacks.

The Palestinian Prisoners Center for Studies released a statement, on Thursday, that Israel has issued a total of 1,022 administrative detention orders against Palestinians in 2019, the Middle East Monitor reported.
The center said that there was a ten per cent increase in administrative detention orders, imprisonment without charge or trial, issued by Israeli courts in 2019 compared to 2018, when a total of 920 orders were documented.
Spokesman, Riyad Al-Ashqar said that 380 new administrative detention orders, were imposed, while 642 orders were renewed, and extended for various periods.
The majority of administrative orders have been against previously freed detainees, and some prisoners had their detention orders renewed six times, for periods of four to six months, Al-Ashqar explained.

The Israeli occupation forces (IOF) on Sunday kidnaped at least 17 Palestinian citizens during campaigns in the West Bank and Jerusalem.
In Jerusalem, Israeli police forces kidnaped 10 citizens during raids on homes in Issawiya district.
The police also handed a citizen from Issawiya a summons for interrogation from the Shin Bet.
In al-Khalil, the IOF kidnaped five citizens, three from the city and two from the towns of Surif and Beit Ummar.
A citizen identified as Husam Hasan, 19, was also kidnaped by the IOF from his home in Qalqilya.
Another citizen was detained at the Za’atara checkpoint on the road between Ramallah and Nablus.
According to local sources, soldiers at the checkpoint detained 37-year-old Ahmed Radaida, a resident of al-Ubeidiya town in the east of Bethlehem, confiscated 4,000 shekels in his possession, and handed him a summons from the Shin Bet before releasing him.

According to the Palestinian Commission of Detainees’ and Ex-Detainees’ Affairs on Sunday, the forces transferred the prisoners in the cold weather without allowing them to change their clothes or take their personal belongings.
The Ramon prisoners told a lawyer from the Commission that they intend to take protest steps in protest at the escalating raids on their cells and the violations committed against them during the raids and in solidarity with hunger striker Ahmed Zahran.

The Israeli occupation authority (IOA) prevented Sheikh Ismail Hawahdeh, preacher of the Aqsa Mosque, from entering Jerusalem for the third consecutive week.
Lawyer Khaldoun Najem, who works for the Islamic Awqaf Authority in Jerusalem, said he submitted a letter of protest to the Israeli intelligence service, Shin Bet, asking for allowing Sheikh Nawahdeh to do his job at the Aqsa Mosque.
Lawyer Najem affirmed that he would go to Israeli courts if he did not receive a response from the Israeli intelligence.
Sheikh Nawahdeh is the only Aqsa Mosque preacher from the West Bank.
Lawyer Khaldoun Najem, who works for the Islamic Awqaf Authority in Jerusalem, said he submitted a letter of protest to the Israeli intelligence service, Shin Bet, asking for allowing Sheikh Nawahdeh to do his job at the Aqsa Mosque.

Palestinian lawmaker Ahmed Attoun has warned of Israel’s attempts to convert Palestinian homes in Occupied Jerusalem into prisons as part of its efforts to pressure the Jerusalemites to stop confronting its Judaization plans.
“The occupation’s measures and practices against the people of Jerusalem city, especially imposing coercive home confinement on our children, are a prelude to trying to limit any activity intended to resist the Israeli occupation, reject its policies and attempts to obliterate the landmarks and identity of Occupied Jerusalem, and confront its projects and efforts to Judaize and Israelize the city,” MP Attoun said in press remarks on Saturday.
“The occupation wants to convert our homes in Jerusalem city into jails through imposing house arrest on our children…it wants to disintegrate the Jerusalemite families by making the parents acting as jailers watching their children,” he added.

Local sources indicated to The Palestiian news agency “Wafa”, that the occupation forces arrested the citizens: Nizar Mustafa Jarban from Rumaneh, and Bakr Amin Abu Bakr from the city of Jenin, when they were near the Salem camp west of the city.
This comes the same night that the Israeli occupation forces delivered summons’ to eight youths from the town of Al-Issawiya, northeast of occupied Jerusalem, claiming that the youth had violated the ‘house arrest’ orders that had been previously issued to them by the Israeli military authorities that rule the Palestinian citizenry in the West Bank.

According to the Palestinian Commission of Detainees’ and Ex-Detainees’ Affairs, Zahran has lost 30 kilograms of his weight and suffers from several health complications as a result of his prolonged hunger striker, including severe headaches, fatigue and joint pains.
Zahra, a father of four kids from Deir Abu Masha'al village in Ramallah, had spent a total of 15 years in Israeli jails.
