Commission of Prisoners and Ex-Prisoners’ Affairs
Prisoners, many of whom are wounded, in Israeli jails are suffering from extremely worrying health conditions and their numbers are increasing due to the continued systematic medical violations they are subjected to by the occupation authorities, the Commission of Prisoners and Ex-Prisoners’ Affairs said in a report on Wednesday.
The report mentioned mentioned the case of Osman Abu Kharj, 48, from Al-Zababdeh, Jenin, whose condition deteriorated recently and he underwent cardiac catheterization. He has long heart problems and inflammation of the liver due to a contaminated needle used by one of his doctors in jail. Abu Kharj is still in need of serious medical attention. He suffers from epilepsy, high blood sugar and pressure, but Ashkelon detention center is only able to provide him with palliatives.
While the prisoner Na’im Al-Assa from the town of Obeidiya in Bethlehem is in harsh conditions in the Negev detention center, where he has suffered from stomach problems since 2010 due to the abuse he received during his interrogation. He recently underwent medical examinations confirming a rupture in his stomach lining and acute inflammation of the colon but the Negev administration only provided him with painkillers.
The prison administration continues to neglect the health condition of prisoner Bashar Shawana from the town of Silat al-Harthiya, west of Jenin, who suffers from hemorrhoids and permanent bleeding. He is in dire need of surgery but it has been long delayed.
The report also examined the case of female prisoner, Hilwa Hamamra, 26, from the town of Husan in Bethlehem, whose health has recently deteriorated. She complained of severe pain in her abdomen. She went to the detainee’s clinic more than once, but the doctor only gave her an anesthetic cream without any diagnosis or proper treatment.
Hamamra was later transferred to the hospital and found she had an infection which caused her severe pain. It is noteworthy that she was arrested on 18/11/2015 after being shot and seriously injured by the Israeli army. She underwent several surgical operations during which part of the liver, pancreas, spleen and intestines were removed and still needed medical follow-up.

The Israeli occupation authorities released a child from Jerusalem last night, while six others were detained.
The Wadi Hilweh Information Center stated that the authorities released the child under 5 days’ house arrest, after he was arrested and interrogated a few days ago.
The Israeli occupation authorities extended the detention of a Jerusalemite child until the 23rd of this month after an indictment was filed against him during the court session yesterday. He was subjected to harsh interrogations in the cells of the occupation since his arrest from his home in Sheikh Jarrah neighborhood.
5 other citizens were also arrested until the 31st of October.
Meanwhile, a 5 year old child suffered a head injury after being attacked by a settler guard in Batan Al Hawa, in the town of Silwan, last night.

An Israeli court in Occupied Jerusalem on Thursday night decided to place a Palestinian teenager under house arrest and extend the detention of six others.
According to Wadi Hilweh Information Center, an Israeli court ordered the release of a teenager called Nour Khamis on condition of not leaving his home for five days. He was arrested and interrogated a few days ago.
The court also extended the detention of another kid called Hammam al-Husseini until July 23 after an indictment was filed against him.
Husseini had been exposed to harsh interrogation by Israeli police officers since he was kidnaped from his home in Sheikh Jarrah neighborhood recently. His sick elderly father was also arrested and his brother was summoned for interrogation at the time.
The detention of other teenagers called Mohamed Farroukh, Ameer Farroukh, Ahmed Abu Khalaf, Mohamed al-Abbasi and Mohamed Abu Tayeh was extended until October 31.
In a separate incident, five-year-old Mimati Jaber suffered head bruises after an Israeli settler guard physically assaulted him in the Arab neighborhood of Maragha in Silwan district, east Jerusalem.

The PPS said the soldiers stormed and violently searched many homes in the Ramallah and al-Biereh governorate, in central West Bank, and abducted seven Palestinians, identified as Sami Hussein, Ibrahim Hasan Mosaffar, Khaled Hussein Mosaffar, Yousef Abu al-Baha, Maher Dalaysha, Fayez Warda and Mohammad Hasan Abu Salim.
It is worth mentioning that Sami Hussein works at the Palestinian Prisoners’ Society’s main office in Ramallah.
In Bethlehem, south of occupied Jerusalem, the soldiers abducted Sayyed Mohammad al-Jabri, Sharaf-Eddin Yassin Abu Salem and Mousa Jaradat al-‘Amour.
In Jenin, in northern West Bank, the soldiers abducted two siblings, identified as Mazen and Adnan Mustafa Zakarna.
In Qalqilia, also in northern West Bank, the soldiers abducted Mohammad Abdul-Rahman Nofal.
In Hebron, in southern West Bank, the soldiers abducted Shehab Aref Qazzaz and Omar Suleiman Abu Ayyash.

The PPS said the soldiers invaded many Palestinian communities across the West Bank, violently searched dozens of homes, and interrogated many Palestinians.
The soldiers also installed military roadblocks, stopped and searched dozens of cars, and interrogated the Palestinians while inspecting their ID cards.
The PPS office in Jenin, in northern West Bank, said the soldiers abducted five Palestinians, identified as Mohammad Mo’tasem Sabbagh, Mojahed al-‘Amer, Aysar Sa’adi, Aws ‘Oweiss and Mohammad Taha Abu Seriyya.

Israeli Occupation Forces detained 2,759 Palestinians during the first six months of 2019, including 446 minors and 76 women, Palestinian human rights groups announced yesterday.
The Prisoners Affairs Commission, the Palestinian Prisoner Society and Addameer said in a joint statement that 5,500 Palestinians were being held in Israeli jails until 30 June, including 43 women and 220 minors.
Approximately 500 were held in administrative detention, without charge or trial. Seven have been on hunger strike for over a week, demanding an end to their illegal detention, the Palestinian Prisoner Society said.
Israel Prison Service (IPS) has taken punitive action against the striking prisoners, including denying them family visits, obstructing meetings with their lawyers and transferring them to other prisons.

Israeli Occupation Forces (IOF) shot and seriously injured a Palestinian man from Tulkarem on the pretext of trying to ram his car into soldiers manning a checkpoint in the northern West Bank on Monday night, the IOF told an Israeli news site.
After being shot, the man, who the source says has Israeli papers, drove away and was taken to Petah Tikva’s Beilinson Hospital. He is in serious condition in the intensive care unit, a hospital spokesperson said.
According to the military, the soldiers had set up a checkpoint outside the city of Tulkarem.
On Monday night and early Tuesday morning, the IOF arrested at least eight civilians from different parts of the West Bank.

Local sources said that the Israeli forces stormed the house of Mohammed Mousa in al-Khader town, south of Bethlehem city, searched it, and gave him the interrogation summons.

Palestinian Detainee Dies In Solitary Confinement In Nitzan Israeli Prison
The Palestinian Prisoners’ Society (PPS) has reported, Tuesday, that a Palestinian detainee from Beit Fajjar town, south of the West Bank city of Bethlehem, died in solitary confinement in Nitzan Israeli Prison.
The PPS said the detainee, Nassar Majed Taqatqa, 31, was taken prison by Israeli soldiers on June 19 2019, and has been under interrogation since then. This was his first arrest by the army.
It also denied allegations by the Israel Prison Authority about his death and confirmed that the Palestinian did not have any preexisting health conditions.
The PPS held Israel fully responsible for his death, especially while under interrogation, as Palestinian detainees are frequently physically and psychologically tortured, in addition to the very bad living conditions they face, and the lack of medical treatment.
The PPS stated that the death of Taqatqa brings the number of detainees, who were killed or died in Israeli prisons since 1967, to 220.
The International Red Cross sent its condolences to the family and stated that although it does not take part in investigation committees or autopsy, it will be following the case closely with the Israeli authorities and the family.
It added that it is following the detainee’s death with great concern and advised refraining from publishing sensitive information for the privacy of the family.
In a statement, the Palestinian Center for Human Rights (PCHR) called for an immediate and impartial investigation into Taqatqa’s death while in solitary confinement in Nitzan (al-Ramla) Prison.
It quoted his family stating that the detainee did not have any health issues and was a completely healthy young man when he was taken prisoner.
The PCHR said:
According to human rights organizations’ reports followed up by PCHR’s field workers, Israeli forces arrested Taqatqa on 19 June 2019 after raiding his house in Beit Fajjar and taking him to al-Jalamah Center for investigation.
On 09 July 2019, the Israeli forces again raided and searched his family house while he was in prison. Two weeks after his arrest, the Israeli authorities sent Taqatqa to solitary confinement in “Nitzan” Prison (al-Ramla) in Israel to continue investigating with him.
Lawyer Raji Sourani, PCHR’s Director, commented on that by saying, “Israel has a black record of priors, which proves Israeli security services’ involvement in torture, inhuman treatment, and deliberate medical negligence against dozens of prisoners as part of an Israeli systematic policy and under legal cover.
Taqatqa, as said, did not have any health issues prior to his arrest, so his death during investigation raises suspicions, which urge opening an investigation into possible occurrence of torture and medical negligence.”
Taqatqa’s family said that this was his first arrest, and they knew about his death via media. Thus, they contacted the lawyer of the Detainees and Ex-Detainees Affairs Committee to confirm this news.
PCHR emphasizes that living conditions of around 5800 Palestinian prisoners in the Israeli jails continue to deteriorate; 700 of them who suffer chronic diseases and do not receive the adequate healthcare. PCHR also holds the Israeli government fully responsible for the death of Taqatqa and calls for a prompt and impartial investigation into the death circumstances.

The report also said that there are currently 116 children in the Israeli jails, and that five children were brutally assaulted by Israeli soldiers during investigation and arrest.

The Israeli occupation forces (IOF) on Monday kidnaped at least 19 Palestinian citizens, including two girls, in the West Bank and Jerusalem.
In a statement, the Israeli army claimed its forces arrested nine Palestinians, while local sources affirmed that 19 citizens were taken prisoners by the IOF in the West Bank and Jerusalem.
The Israeli army also said that Palestinians attacked Israeli army and settler vehicles with Molotov cocktails on a road near Bethlehem, adding that its forces arrested some of the perpetrators after chasing them.
Meanwhile, Palestinian sources reported that the IOF opened fire at a Palestinian car and rounded up two young men who were aboard it in Beit Jala city, west of Bethlehem.
Two Palestinian young girls identified as Shurouq al-Badan, 25, and Rawan Abu Sneina, 17, were reportedly taken prisoners at an IOF checkpoint in al-Ras neighborhood near Kiryat Arba settlement, east of al-Khalil.
In a statement, the Israeli army claimed its forces arrested nine Palestinians, while local sources affirmed that 19 citizens were taken prisoners by the IOF in the West Bank and Jerusalem.
The Israeli army also said that Palestinians attacked Israeli army and settler vehicles with Molotov cocktails on a road near Bethlehem, adding that its forces arrested some of the perpetrators after chasing them.
Meanwhile, Palestinian sources reported that the IOF opened fire at a Palestinian car and rounded up two young men who were aboard it in Beit Jala city, west of Bethlehem.

The Palestinian Prisoner Center for Studies (PPCS) has called on international human rights groups and Red Cross to immediately intervene to save the life of prisoner Ja’far Izzuddin, who has been on hunger strike for over 29 days.
According to PPCS, the health condition of prisoner Ja’far Izzuddin has largely worsened as a result of his hunger strike, especially since he was suffering from chronic diseases even before he was detained.
The hunger strike has aggravated his suffering from hypertension and diabetes and led him to suffer from physical weakness, severe pains in his joints, left kidney and head, and persistent dizziness.
