The head of the Palestinian Detainees' Committee Issa Qaraqe has reported that Israeli soldiers have kidnapped more than 800 Palestinian children in October, most of them from Jerusalem, and subjected them to severe torture and abuse.
Qaraqe stated that the army usually kidnaps 700 – 900 Palestinian children each year, comparing to the serious escalation that led to the abduction of 800 children in October alone.
"This is a systematic Israeli policy targeting the children, the future of Palestine," he said, "The large number of abductions, in October, shows a deliberate policy, and a serious level of military escalation."
"A large number of abducted children have been assaulted and beaten by the soldiers," Qaraqe’ added, "They have also been tortured by the Israeli interrogators and jailers."
The Palestinian official listed some of the torture and abuse methods used by the soldiers and interrogators against the detained children.
1. Beating and assaulting them; kicking punching and striking them with weapons and batons.
2. Unleashing military dogs on the children.
3. Using them as human shields during arrest raids and invasions.
4. Humiliation and threats of violence against them, and their families.
5. Leaving wounded children to bleed for extended periods before moving them to hospitals.
6. Moving many wounded children to interrogation centers prior to providing them with medical care.
7. Forcing them to sign confessions while beating and threatening to harm their families.
8. Placing them in solitary confinement, and denying them the right to see their lawyers and parents.
9. Tying them to their hospital beds, and denying them the right to privacy.
It also said that targeting the children comes under legal support and legislation from the Israeli government, and direct orders allowing the army and military courts to;
1. Use military sharpshooters, and direct orders to use live fire.
2. Imposing high prison terms that vary between four and twenty years.
3. Imposing high fines on the children and their families.
4. Forcing many under house arrest, or forcing them out of their homes and neighborhoods.
5. Imprisoning many children under arbitrary Administrative Detention orders, without charges.
Qaraqe' stated that the Israeli policies, especially the recent legislation, have turned the children of Palestine into targets, leading to the death of 17 children since October 1st.
The number of wounded children in the West Bank is 325; 165 were shot with live army fire, 108 with rubber-coated steel bullets, 19 were directly shot with gas bombs, 33 were beaten by the soldiers. In Gaza, 170 children were shot, most of them with live rounds.
He added that detained children are treated as adults, and are sent to military courts, an issue that denies them their very basic rights, guaranteed by Internal Law and the Fourth Geneva Conventions.
The Detainees' Committee said that, since 1967, when the rest of Palestine fell under occupation, Israel has been implementing different sets of laws in the West Bank and Jerusalem; colonialist Israeli settlers are subject to Civil Laws, while the Palestinians face military laws and courts.
It added that Israel is the only country in the world that sends children to military courts, and that 500 – 700 Palestinian children stand trial in Israeli military courts every year.
In addition, the committee said that the Israeli military has abducted more than 8500 Palestinian children since the year 2000.
Israel also opened a new section for children in the Givon prison in Ramla, where more than 30 children, mainly from Jerusalem and historic Palestine, are confined under difficult conditions.
The army also transferred 138 Palestinian children, who were kidnapped in October, to the Ofer military prison, and subjected 48 of them to torture, in addition to the beatings and abuse they suffered on the hands of the soldiers who abducted them.
Some of the kidnapped children have been shot and injured with live army fire, and many were shot with rubber-coated steel bullets, prior to their abduction.
Seven of the children who were shot with live rounds prior to their arrest have been identified as Jalal Sharawna, Qais Shajaeyya, Marah Bakeer, Anan Mallash, Ahmad Manasra, Tamer Wreidat and Issa Abdul-Mo’ty.
The children face very difficult conditions in prisons, and interrogated centers, including those in Israel’s colonies in occupied Jerusalem and rest of the West Bank, and are denied basic rights, including healthy food, bed covers, and are frequently insulted, abused and humiliated.
The Detainees’ Committee said Israel’s abduction and imprisoning of children, in addition to sending them to military courts, are direct violations of International Law and every treaty related the protection of civilians, especially the children, during conflicts and wars, and those living under occupation.

The Israeli Occupation Authority (IOA) Wednesday released Palestinian detainee Mohammad Allan from Ofer jail after going on 65 consecutive days of hunger strike which only ended when the Israeli prison service agreed to release him.
Captive Allan is a lawyer from Einabous town in Nablus governorate. He waged a 65-day hunger strike in protest against his administrative detention, without trial or charge.
The Israeli Supreme Court had previously decided to release detainee Allan after his health condition worsened and reached a serious stage; however, his detention was extended while he was receiving treatment at Barzilai Hospital. Finally an agreement was reached on his release on November 04.
Allan to be Released Wednesday
Israel is set to release famed Palestinian detainee Muhammad Allan on Wednesday, the Palestinian Prisoner's Society said Tuesday, ending a year-long stint in administrative detention that he undertook a 66-day hunger strike to protest.
Israeli authorities agreed to release Allan on Nov. 4 in September, but later caused concern when they said they may renege on their promise if they received "new intelligence about him."
The head of the prisoners' society, Qadura Fares, told Ma'an News Agency that as far as he was aware, Israel intended to go through with the release on Wednesday afternoon.
"Nothing is definite, but let us hope that they will respect what they are promising," he said. He said that Allan would be released from the Ofer detention center, where his family would be waiting to receive him.
Fares said that Allan was in good medical condition, but may still require medical attention. He added that Allan had not suffered any brain damage during the 66-day hunger strike that brought him close to death.
Allan, a 31-year-old lawyer from the southern Nablus village of Einabus, was held without charge or trial for seven months before he began a hunger strike in June to protest what he described as "the absence of law in Israeli court."
He ended the hunger strike 66 days later after Israel's Supreme Court agreed to suspend his sentence. He had slipped into a coma twice, and there were fears he may have suffered brain damage.
Israel later reinstated his sentence when his health improved. Allan immediately began another hunger strike, but ended it two days later following consultations with his lawyer.
Israel's policy of administrative detention, which is almost exclusively used to detain Palestinians, has been strongly criticized by the international community as well as both Israeli and Palestinian rights activists.
According to the Association for Civil Rights in Israel, the majority of prisoners who go on hunger strike are Palestinians in administrative detention.
The Knesset, Israel's parliament, approved a law in July allowing the Israeli Prison Service to force feed hunger strikers if their condition becomes life-threatening, sparking outcry from rights groups and medical experts.
Killian Redden in Bethlehem contributed reporting.

They also violated the right of doctors creating a state of fear among the patients inside the center.
Abu Hummos appealed for the international institutions and “Doctor without borders” organization to stop the Israeli unprecedented attack against Jerusalemites especially in the village of Esawyeh under the pretext of “safety and security”.
He also pointed out that the forces arrested Amir Khaldoun Mustafa after they exited the medical center and randomly fired tear gas canisters and rubber bullets in the area.
Abu Hummos mentioned that a group of international and Israeli activists visited on Tuesday the village of Esawyeh to check the current situation in the village due to the daily closures and raids. The leg of the Palestinian injured detainee Jalal Sharawna, 17, has been amputated in Assaf Harofeh hospital, the Palestinian committee for prisoners and ex-prisoners revealed.
Jalal suffered sharp pains in his right leg since his detention on October 10 after being shot and injured by Israeli gunfire during clashes that erupted in Dura town in al-Khalil.
Since his detention, Jalal underwent several surgeries to remove the bullets from his right leg before it rotted which led to its amputation.
The committee affirmed that his health condition is difficult as he needs constant medical care.
Palestinian Minor Detainee Undergoes Leg Amputation
A 17-year-old Palestinian detainee incarcerated in Israeli jails had his leg amputated as a result of severe injuries he sustained in early October, after he was shot by Israeli settlers, revealed an official.
WAFA reported on Chairman of the Detainees and Ex-Detainees committee, Issa Qaraqe, as saying that Jalal Sharawna, 17, had his right leg amputated at Assaf Harofeh hospital in Israel.
Prior to his detention, Jalal suffered severe injuries in his right leg after he was shot and injured by Israeli settlers’ gunfire during clashes in the Hebron town of Dura.
Since his detention, Jalal reportedly underwent several surgeries to remove the bullets from his leg before it rotted, resulting in its amputation.
This came a day after the Palestinian Prisoner’s Society (PPS) said, in a press release, that Jalal underwent leg amputation as a result of intentional medical negligence and misinformation about his medical condition by Israeli Prison Service.
PPS explained that the Israeli Prison Service had been intentionally transferring Palestinian detainees, including Jalal, from hospitals back to jails before completing their medical treatments.
PPS indicated that the premature transferring of Jalal, who needed to receive ongoing medical treatment, caused his health condition to deteriorate and his right leg to be amputated.
PPC also explained that Jalal’s health condition deteriorated after he was discharged prematurely from Soroka hospital and transferred to Ramla Prison clinic.
